Quality assurance of public works of infrastructure for social services under decentralized control in the Andean regions

The central initiative of this article is the investigation of effective mechanisms for the Administration of Quality in the execution of public works of infrastructure of basic social services in the Andean zones of the nation. For this, the integration is offered, in the SNIP - PIP Guide for the design and execution of Projects, edited by the MEF, of a Model of Principles, Standards and Management Apparatuses, based on the world standard of Quality ISO 9000 of the United Nations, the good practices of the Project Manager Institute and the Shewhart ‒ Deming Quality period.
